Virtual Zone Splits Your Content Problem Into Two Different Jobs

Georgia's Virtual Zone status gives a qualifying IT company 0% corporate tax on income earned from clients outside Georgia. Revenue from inside Georgia is taxed under the ordinary regime. That single line in the tax code decides more about your content strategy than any marketing theory will. If your revenue is foreign-sourced, your buyers are in Berlin, London, Dubai and Toronto. They will never read Georgian. Every piece of content that matters to your margin has to work in the buyer's language, answer the objection a foreign client actually raises about contracting with a Georgian supplier, and rank in a search market where you are the unknown party. Publishing Georgian content in that situation is a cost with no return attached. If you sell into the Georgian market, the position reverses. Roughly 87 per cent of the population speaks Georgian, your buyer researches in Georgian, and English content is a signal that you are talking to somebody else. Most firms here need both, in different proportions, and almost nobody separates the two deliberately. They publish whatever their agency finds easiest to produce and then wonder why it moves nothing.

Four Audiences, and They Do Not Overlap

Foreign Buyers of Georgian Services

Procurement and founders abroad evaluating a Georgian supplier. They search in English and their real question is risk, not price. Content has to answer contracting, delivery and continuity concerns before it sells anything.

The Georgian Domestic Market

Businesses and consumers researching in Georgian. Thinner competition than the English side and almost no serious publishing behind it, because agencies find Georgian slower to produce well.

Relocating Founders and Operators

People moving a company or themselves to Georgia, searching in English and Russian. Currently served almost entirely by relocation consultancies and law firms rather than the operators who actually know the work.

Regional and CIS Buyers

Russian-language demand across the region, uneven since 2022 but real. Worth a deliberate decision rather than the accident of whichever language your last writer happened to speak.

Somebody Else Is Already Answering Your Buyers' Questions

Search for almost any substantive question about doing business in Georgia — how Virtual Zone qualification actually works, what a Georgian employment contract has to contain, how banking works for a non-resident founder — and the results are relocation consultancies, expat blogs and foreign publications. Useful, often broadly correct, and written by people who have never delivered the work. The firms with genuine expertise are absent, and it costs them twice. A buyer arrives already anchored to somebody else's framing of the problem, so the first conversation is spent correcting assumptions rather than qualifying the deal. And the intermediary who published the article is usually taking a referral fee to hand that buyer to a competitor. The number of IT companies registered in Georgia rose from roughly 13,700 in 2022 to over 24,100 by 2024, then flattened sharply in 2025 as relocated specialists moved on again. That is a market where the easy growth has stopped and position now has to be earned. Authority content is how a firm stops being one of twenty-four thousand and becomes the one a buyer already knows before they call.

Translated Content Versus Content Written in the Language

What Most Agencies Deliver

✗One language written first, the rest run through translation
✗Georgian pages that read as English sentences in Georgian words
✗The same article published in every language regardless of demand
✗Keyword research done in English and assumed to transfer
✗Machine translation on the pages nobody checks
✗One editorial calendar covering every audience at once

What We Would Build

✓Each language written natively, by someone who works in it
✓Georgian written as Georgian, with its own structure and register
✓Language chosen per topic, based on where the demand actually is
✓Separate keyword research per language, because the questions differ
✓No machine-translated page published under your name
✓A calendar per audience, weighted to where your revenue comes from

How a Content Programme Runs

01

Revenue and Language Map

Where your income comes from now, where you want it from, and which language each of those buyers researches in. This decides the split before a single article is commissioned.

02

Question Research

The questions your buyers actually ask, gathered from your sales calls and support inbox rather than from a keyword tool. Run separately per language, because a German buyer and a Georgian buyer do not ask the same thing.

03

Reference Content First

The substantive pieces that answer a real question completely — regulatory, technical, procedural. These are slow to write, hard to copy, and the reason a buyer cites you rather than a relocation blog.

04

Publication and Structure

Correct language markup so Google serves the right version to the right buyer, schema where it earns a richer result, and internal linking that points authority at the pages that sell.

05

Distribution and Measurement

Placement into the trade and professional channels your buyers already read, and reporting on enquiries by source rather than on pageviews, which tell you nothing about whether the programme is working.

Frequently Asked Questions

Should we publish in Georgian, English, or both?

It follows your revenue. If Virtual Zone status means your income is foreign-sourced, English is where the return is and Georgian is largely a cost. If you sell domestically, Georgian is not optional — around 87 per cent of the population speaks it and your buyer researches in it. Most firms need both in an uneven split, and the useful exercise is deciding that split deliberately rather than letting it follow whichever language your writer prefers.

How much does content marketing cost in Tbilisi?

Strategy is $650 once. Managed production starts at $650 monthly for a single language and $1,400 for a genuine bilingual programme. The gap between those two figures is real work rather than a markup: writing Georgian natively costs roughly what writing English natively costs, because it is the same job done twice by different people.

Can you not just translate the English into Georgian?

You can, and it is why so much Georgian business content reads badly. Translation carries the sentence structure of the source language and the search terms of the source market, so the result is grammatically correct, oddly phrased, and optimised for questions Georgian speakers do not ask. We write each language separately from the same research. It costs more and it is the only version that performs.

How long before content produces enquiries?

Reference content on a specific technical or regulatory question can rank inside two to three months in this market, because so little of it exists. Broader commercial terms take six months or more. The honest expectation is that the first quarter builds the base and the second quarter is when enquiries start arriving attributable to it.

We are an IT company selling abroad. Is Georgian content worth anything to us?

Directly, rarely. Indirectly, sometimes — for recruitment, for local partnerships, and for credibility with Georgian banks and institutions who look you up. But if the question is which content earns revenue, and your clients are outside Georgia, the answer is the English and where relevant the German or Russian side. We would rather tell you that than sell you a bilingual package you do not need.

What actually counts as authority content?

A piece that answers one real question so completely that a reader stops looking. How Virtual Zone qualification is assessed in practice. What a Georgian employment contract has to contain. What a foreign client should put in a contract with a Georgian supplier. These take days to write, cannot be produced at volume, and are the only content that gets cited by other people and by AI assistants.

How is this different from what a Tbilisi agency would sell us?

Most local content offers are volume in one language, priced per article, measured in pageviews. That is a production service. What changes position is fewer, harder pieces, written in the language where your buyers are, measured by enquiries. If a proposal does not say which searches each piece targets and in which language, it is selling you output rather than a position.

Do you write the Georgian yourselves?

Georgian is written by people who work in Georgian, and reviewed before it publishes. We do not run English through a machine and put your name on the result, which is common enough here that buyers have learned to spot it. If we cannot produce a language properly for a given programme we say so rather than delivering a weaker version of it.

What happens to the content if we stop?

It stays yours, in your accounts, under your domain, from the first day. Content is one of the few marketing assets that keeps returning after the spend stops — a reference piece that ranks will keep earning for years with occasional updates. That is the argument for building assets rather than renting attention.

Find Out Which Language Your Revenue Actually Speaks

We will map where your enquiries come from now, which language those buyers research in, and which questions in your category are currently answered by somebody else. It costs nothing.
